Covenant Health and Health Sciences Association of Alberta
Rural Capacity Investment Fund (RCIF) 2024-2028
Launching Fall 2026
Through Letter of Understanding #27, Covenant Health and the Health Sciences Association of Alberta (HSAA) are tasked with the retention and recruitment of health professionals represented by HSAA at Covenant Health's rural sites. We're pleased to announce the Rural Capacity Investment Fund will be launching in the fall of 2026, with $3,695,200 in funding confirmed through the term of the current collective agreement.
The RCIF supports HSAA-represented staff at Covenant Health rural sites across Alberta, specifically those sites, programs, or positions identified as "difficult to recruit to," based on factors like high vacancy rates, positions unfilled for more than 90 days, or high turnover.
How decisions get made
A joint Rural Capacity Investment Fund Committee, with equal representation from Covenant Health and HSAA, will oversee how the RCIF is spent, working together to identify needs and approve initiatives on a consensus basis.
We want to hear from you.
Before initiatives are finalized, we want input directly from the people the RCIFis meant to support. If you work at a Covenant Health rural site, tell us what would make the biggest difference for you.
